I don't get the Strategic Command donations. You spent ~1m over what Congress donated last term and are still only asking for 800k this term. Where did the extra money come from last term, and where will it come from this term? And why isn't it in the budget?
The 16th Anniversary Event's energy pools and regeneration lead to an overspend on past bounty scheme budgets however January spend is likely to be less, the budget reflects this estimate. The extra funding last term came from money transfers from the Bank of England. o/
I admire your effort in putting the budget together and the transparency of where the cash is going, but the whole point of it was to have Congressional oversight, which you can't have if you just take the cash from other donations.
No one in Congress voted on sending a million cc to Strat. Command to hunt a single player. Which unless you've solved your dvs39 issue, should appear in your budget.

I agree with you, Rory, Ideally Government spend remains within budget estimates however I do feel Government should be afforded some budget flexibility to maintain current and past Government's commitments to our player base as well as matters relating to national defence. Transparency of digression to budget estimates should be reported to maintain Congressional and wider public oversight. Saying that I would like to return to keeping future spend within published estimates... i don't like to do too many money transfers however spend on bounties is difficult to estimate. o/
You could have just asked for additional Strat. Command donations, and Congress could have approved it or not... No need for budget flexibility.
Congress is broken anyhow. your coalition will always give you cash regardless of what you ask for. You really don't need to put in the effort of a budget.
