The difference is sovereignty. When the Chinese government negotiates on their terms, their sovereignty is respected. When the Japanese government issues an ultimatum, on our terms, our sovereignty is respected. We forced America to respect our sovereignty. Now the Chinese have forced Phoenix to respect theirs.
