一丶政府体制

－大量增添政府人手：现政府架构中，行政人员明显不足，导致各种政策未能有效地被推行 。例如教育部同人每日都要花大量时间发短讯，这令到教育工作变成一份不讨好的恶差。

另一方面，外交部对很多国家都未有大使驻守，若果在我们有事的时候才联络对方，对方会 是怎样想我们？无论如何，我们必需增添政府人手，协助政府运作。而为什麽以往的政府会 人手不足？中国有很多有才的人，最主要的问题，就是在各种政府职位上都未有清晰的工作 指引，国民根本不清楚这是工作可以做什麽。所以，我们首先需要清楚介定每一个工作纲位 的职责及职权。

另外，有很多自愿为EC做了很多事的人，我认为政府不应该由得他们单打独斗，政府应该 主动给予帮助及支持。例如有人曾经到外国发报纸鼓励外国人到中国工作，我认为这是一个 好建议。宣传，一次半次的不会有效，政府应该主动配合。

－国家政策讨论公开化：

－财务上的开支申报：尽管 Google Docs被GFW墙掉，世上仍有千千万万的工具网站未被墙掉。政府将尝试运用[url=http://www.editgrid.com /]EditGrid[/url]网上Spreadsheet去公开政府及各部门的财 务支出， 以达到财政上的透明，减低引起误会的情况。


－强化国民互动沟通：中国官方报已渐渐上轨，我们将利用这份官方报去令国民知道政府最 新动态，同时加强国民对政府架构的认识。


－工作会报：部长需要定期向总统会报近期部门工作进度和开支。若非机密，则统一由官方 报向国民发出，令到国民可以直接监察政府举动。（机密：将会有一个清晰的指引说明何类 事件为机密。）


－推行宪法：首先，新政府将会协助成立小组编写中国宪法，然後建立宪法通过的机制。在 宪法大纲完成後，将咨询所有国民的意见。只要宪法能在此任期内通过， 本人将即时与内阁第一时间宣誓，推动真正的民主治国。

二丶军事


－落实战时向平民派武器：一上任立即落实战时向平民派武器，在议会落实款项前，遇上危 急事候，我会以个人名义先发武器。


－成立军事委员会：军事行动常常不能随便透露给国民知道，在这时候我们则需要有一个可 信的委员会，以投票去为政府决定下一步的军事行动。军事委员会将由总统丶议长及五大党 主席共同组成。即使我们不能非常民主地让国民决定各军事行动的可行性，我们仍然可以让 党主席去尽量代表他的党员，决定是否赞成新的军事行动。


－增加军事开支：八月新人潮的玩家们已成长到一个成熟的地步，国军渐渐强大，国家必然 需要增加军事开支去提供战斗的必需品。


－政府支出练兵：新政府将考虑资助士兵练Strength，国军将再新增一个军事阶级 ，只有这个阶级的士兵才能得到国家资助。士兵必需通过一连串考验及经 验的见证，证明他们对国家的忠诚，才能成为受资助阶级的士兵。


－与他国交流军事体制：我们可以向大国学习他们的军事体制，例如美国的七大军模式使他 成为另一个军事强国。


－成立海外机动部队：由政府支出机票，让机动部队可以随时到不同地方作战。此部队不仅 仅协助中国本土战争，也可以协助同盟战斗，增加两国间的友谊。

三丶外交


－积极与大国建交：我们仍然是一个小国，我们必需靠MPP协助才能抵挡强国入侵。同时 派外交专员往 PHOENIX大国商讨条件，减低之间直接开战的机会。


－继续与EDEN及美国保持友好：他们已经为我们解放了辽宁这片高铁土地，我们应该与 他们继续保持友好。


－强调统一国土的重要性：如果匈牙利仍然坚持占领黑龙江，我们永远都不能和他们达成任 何共识。单单双方的外交手段已经不能够取回辽宁，必需要向匈牙利进一 步的施压－与EDEN继续合作。


－我们仍然是SOL，不是 EDEN：SOL才是我们真正的联盟，尽管我们和EDEN合作无间，但我们仍然需要强 调我们不是EDEN的成员，我们必需在 PHOENIX及EDEN的利弊间取得平衡，以免过份投入至其中一个联盟。

四丶经济


－适应非战事高铁型经济：随着辽宁的回来，中国的经济开始掘起。我们会将铁税税收减至 5%或更低，增加国民收入，推动经济以至改善中国整体经济。中国不是 一个战事国，暂时不需要极庞大的税收去维持军事开支，反过来我们应该先发展好我们的经 济，为将来的战斗做好准备。


－中央银行增加副手一职：没有任何人可以二十四小时留意着中国汇市的稳定性，但中国汇 市却需要有人去不停监察。副手将协助行长不在线时稳定汇市。


－政府带动内需，增加武器储备：为改善武器业现况，带动制造业工人工资，增加国家武器 储备。在大气候下EC无法独善其身，在低枪价下政府增加枪储备也具积极意义。

五丶新模组


新模组之下整个经济局面可能会有一百八十度大转变，为了迎接新模组带来的剧变，我们必 需预先想好方法应付新模组。


－增加央行CNY 储备：新模组之下带来的新公司相信会很吸引大家，但建立公司除了需要黄金，也要一大笔 流动货币去应付开支。为免再让炒家借机热炒CNY， 央行必需有一大笔CNY去准备随时控制汇率。


－落实国营军事企业计划：Admin已在其文章透露坦克及空军的存在，这类公司并非中 国民众能经营得起。政府将会准备随时建立军工厂，强化我国国军。


－以官方报呼吁人民冷静对待：新模组必然带来建立新公司的热潮，但国民在热潮下可能会 出现错误的决定，导致储来的黄金付诸东流。政府将透过官方报为国民带来最新资讯及评估 ，并引入国际间对新模组的不同看法，令到国民可以做出更好的决定。

六丶新人与教育

－改善新人教育效率：现在点对点短讯的教育形式令教育部员工有非常大的工作负担，政府 将会尝试建立一个固定的教学网页，教育部员工只需要直接将连结发放给新人，就可以直接 引导新人至教学网页。


－加强宣传效率：尝试成立宣传部，一次集中在一个论坛宣传，加强宣传效率，同时大量引 入新人。

四、經濟

六、新人與教育

1. Governmental body
Increasing the number of staffs - there is a significant shortage of administrative staff in the current system. As a result, many policies cannot be administered effectively.


- One example is the few officers in the Ministry of Education had to spend a lot of time in sending vast number of private messages to newborn citizens and that makes it a very tedious and unrewarding job. Another example is a lack of embassy officers to communicate with other eCountries on daily basis.


In any event, we must increase the number of officers in the governmental bodies to accelerate its functioning. eChina is not lacking of people with great abilities. However, a set of clear objectives is lacking to guide the officers to work, or to attract citizens to participate. We have to define a clear role and duties of governmental positions.

Many citizens had also voluntarily contributed to eChina, like citizens had published newspaper articles to encourage foreign citizens to come and work in eChina. The government should not let them work alone but provide substantial support and assistance to make these suggestions a long-lasting campaign.




- Crystalizing discussions in government policies



- Financial clarity - Although Google Docs has been blocked by GWF, there exists other online tools for the government's use. We will attempt to use the spreadsheet hosted by EditGrid to publicize the financial situations of the different Ministries for the public's monitoring.


- Enchaning interaction with citizens - As the official newspaper of eChina is running on track, we are going to fully utilize it to communicate with citizens on the latest work of the government and enhance citizens' understanding on the governmental structure.


- Reporting of work - Ministers will have to report regularly to the president on their progress of work and financial expenses. For non-classified information, reports will be publicized by the official newspaper for citizen's monitoring. A clear guideline will also be established to define what type of information as classified.


- Constitutional reform - The new government will set up a task force for establish the eChina Constitution. The drafted constitution will be presented to all eChina citizens for open discussion. If we're able to pass the eChina Constitution within my presidency, I will lead my cabinet to swore oath to the constitution, realizing the real Democractic rule of eChina.

2. Military


- Weapon distribution during wartime - a system will be setup to distribute weapons to citizens during wartime. Before the congress approval of this proposal, I will distribute weapon on my personal basis during emergency situations.


- Setup of Military Council - Although military acts is frequently classified to protect their effectiveness, we need a democratic way to discuss our military actions and vote for a consensual decision. We will setup a Military Council consisting of the President, Congress Chairman, and Chairmen of the Big 5 political parties, to best represent everyone's interest and discuss our military actions in a sub-optimal democratic manner.



- Increase our military budget - Our August-born babyboomers had matured to a level of military significance. The government will need to increase the budget of CDNA to maximize their damage in wartime.

- Government-subsidized training - The new government will consider subsidizing selected CDNA troops to train for strength. The selection will base on their rank and strength, and passed a series of test to prove their loyality before they will be subsidized.



- Military exchange - We could make reference to the military systems of other strong countries, for example the eUS military system.


- Setting up of mobile troops - The government will provide moving tickets for the mobile troops to assist both fights within eChina and fights in our alliances lands. This will help to enhance the relationship between eChina and other countries.

3. Foreign Affairs

- Establishing relationships - As our international influence is still small, we need MPPs to resist foreign invasion. At the same time we need to send a formal official to liaise with PHOENIX countries and reduce the chances of war.


- Continue our friendship with EDEN & eUS - With their effort Liaoning was liberated, as a result, we should keep our friendship with them


- Emphasis on the integrity of our land - As long as eHungry is occupying Heilongjiang, we could never reach a non-aggressive pact with them. We have to keep pressurizing eHungry with all means on this issue - including further cooperation with EDEN


- We are SOL members, not EDEN - Although we have a close cooperation with EDEN, we are not a member of them. SOL is the only alliance we have joined. We have to stay balance and consider carefully before joining any of the two big alliances, EDEN and PHOENIX

4. Economy


- High-iron economy during non-war time - with the liberation of Liaoning, the economy of eChina had developed rapidly. We will reduce the tax of iron to 5% or lower to increase our citizen's income and thus enhancing the economy. At the moment eChina is not in wartime and do not need a huge tax income to sustain military expenses. We should instead develop our economy to prepare for upcoming wars.


- Establishing a deupty for Bank of China - The stability of CNY requires round-the-clock monitoring. A deupty will be able to stablize the monetary market when the head is offline.


- Increasing internal demand for weapons by stocking - to improve the weapon manufacturing industry and increase citizen's income, the government will stock weapons during the period of low weapon prices.

5. New Module


- Increase CNY reserve - New industries and new companies will attract citizens to invest. To establish a new company we not only need Gold but a huge sum of CNY to pay off salaries and raw materials. In order to avoid a sudden inflation of CNY, Bank of China must reserve a sum of CNY to stablize the monetary market.


- Govenment-owned military companies - Admin had revealed the new concept of tank and airforce in the new war module. However, such companies may not be affordable by ordinary citizens. The government will prepare to establish these companies to strengthen our army.


- Cooling-off - The introduction of the new module will bring a wave of heat to establish the new companies. However, without sufficient consideration citizens may make irrational decisions leading to a waste of money. The government will fully utilize the official newspaper channel to publicize the latest comments and evaluations, locally and internationally, to assist citizens to make informed decisions.

6. Education


- Improving the efficiency of newcomer education - It's a huge burden for the Ministry of Sino Education to provide point-to-point education for the newcomer with private messages. The new government will attempted to build a long-lasting education webpage for the newcomers so that the officials in the Ministry will only need to send the link to the newcomers.


- Improving publicity - We will attempt to setup a publicity department and focus our work on one forum. This will enhance the efficiency of publicity and attract a large number of new babies.
