Hospital for Lower Normandy

We really need a hospital in Lower Normandy.
Now we have a lots a Brits (54, there were 20 citizens before we took it over) in Lower Normandy (The Navy) and we need a hospital, esp with the attack on Champagne-Ardenne under way.
My wellness is on 30 and I can't get it up (not funny).
Please would some smart congressman propose a Q2 hospital for the region it would be a smart move.
